Opening Remarks: Mr. O'Dea reminded everyone (Committee
and presenters) that they should speak loud enough for all to hear.
Approval of the minutes of the June 14th meeting were
called for. A motion to approve the minutes was made, seconded and carried
unanimously. Minutes were approved with no changes.

Discussion:
Art Concepts, the Architect, indicated he had made the requested changes to
the base of the building and added more landscaping as requested. Signage
still not ready for presentation. Agreed to return with signage. Committee
pleased with changes. Dropped the base down, added additional band.
Questions arose as to the height of the buildings – 45’ high to mid-point of
roof which meets the County requirements. Any further questions with the
height should be addressed and reviewed with the County. Architectural Land
Design was the landscape architect and indicated the additional plantings
being added – cabbage palms between the buildings and more under story in
the green areas. The site has many easements and landscaping cannot encroach
into those easements. Entrance drive had more trees added and more royals
were added in the entry median. This is a residential project next to a
future commercial project with a wall between them. Developer has had
correspondence with Kim Trebatoski at Lee County regarding both projects
sharing the buffer. There will be a pedestrian accessway thru to the
commercial project.

Discussion:
Applicant indicated he had the requested changes, adding more architectural
details. This building has the same colors as the rest of the buildings in
the project site. Coping size was increased as requested. The black & white
elevations presented are accurate with regards to the scoring lines
(colorized version did not reflect the scoring). There will be Christmas
palms and foxtails used as accents in front of the building. Glazing and
scoring were added to the rear elevation. The back side of the building is
consistent with the remainder of the project site. Applicant was requested
and has agreed to send a JPEG of the plan to be posted to the Estero
website.
New Business
BEST BUY SIGNAGE & ARCHITECTURE
Committee indicated it was reported last week to them that the signage on
the Best Buy at Coconut Mall
was horrendous. Committee did go and take photographs of the signage.
Signage within Estero is recommended to be back lit, channelized lights. In
discussions with Simon, it was mentioned that there was a “misunderstanding
with corporate logo people”. A copy of the agreement from Simon for the
internal review requirements indicates their guidelines are stricter than
the Estero Overlay and County requirements. Simon’s agreement indicates
“neutral, warm earth-tone colors, pastels” which the Best Buy signs do not
have. This needs to be rectified because it could set a precedent. Bed, Bath
and Beyond was made to change their signage to comply with code and Best Buy
should be made to do the same. A letter should be addressed to Simon
explaining what Estero requires by Code. A letter should also be sent to the
County expressing the displeasure of the EDRC in the Best Buy signage. The
angular sign on the side of the building appears to not meet the
Mediterranean architectural requirements needed for Estero. Public comments
expressed at the meeting were all opposed, saying it was “too bright”. A
question arose as to the number of signs allowed – Best Buy has the front,
sign and rear signs. Best Buy has too many colors. Best Buy does not yet
have their CO. The EDRC expressed to everyone in attendance that they are
getting more involved and want to see these items before they get built and
approved.
