Members in Attendance: Gordon Lyons, Joe McHarris, Bill Prysi, Nancy Cohen, Wayne Robinson Members Absent: Al O’Donnell, Tom O’Dea, Minutes By: Terri Melna Meeting called to order by Wayne Robinson. Wayne Robinson opened the meeting and called for approval of the minutes of the February 9th meeting. Minutes were approved with no changes. Applicant: Florencia at The Colony Golf and Bay ClubFee: Paid Presentation by: Andy Hjortaas – WCI Communites, Inc. Discussion: This will be a 16-unit hi-rise south of Treviso over one level of parking and one amenity level. Construction to begin August 2005. 156’ between tower structures. Treviso and Sorrento are 220’ apart. Same level of landscaping around parking area. Comments/Suggestions: - Agreed to add appropriate clearances around fire hydrants on DO and landscape plans – 7’6” on front and sides and 4’ on rear.
- Agreed that Fire Department requires 45’ outside turning radius for emergency equipment.
- Make sure road will support 35 ton truck.
- Agreed to show Fire Dept. connection on ramp.
- Agreed to raise banding on front.
Applicant: Estero Medical CenterFee: Previously Paid Presentation by: Ed Houck Discussion: Applicant indicated tower elements at end added, varied the windows, banding pumped up, increased shrub sizes and put shrubs in parking islands per the recommendations of the EDRC from the last presentation. Will be a sprinklered wet system. Will be a space for ambulance to load patients at the end of the building. Comments regarding upper story roofs and proportions. Suggestions made to tile or canvas awnings on upper story. EDRC recommended more texture. Logos will be internally lit individual lettering, but no definite signage developed as yet. Comments/Suggestions: - Agreed to add appropriate clearances around fire hydrants on DO and landscape plans – 7’6” on front and sides and 4’ on rear.
- Agreed that Fire Department requires 45’ outside turning radius for emergency equipment.
- Agreed to shed roofs on 3 sides of 4 corner towers.
- Agreed to add lintels over all windows on both stories. Lintels would extend beyond the windows.
- Agreed to send signage EDRC to review.
- Agreed to add corbels to roofed areas.
- Agreed to stripe end of building for ambulance parking.
Applicant: Estero Town CenterFee: Paid Presentation by: Eric Strickland and Vanasse & Daylor, LLP Discussion: This is a 33± acre site at the corner of Corkscrew Road and Three Oaks Parkway. First phase for Shops at Estero Town Center is 3.28 acres. 200 parking spaces. Internal roadway, 2 full access intersections. Anchor parcel will be a big box. Neighborhood retail on 4 outparcels (pharmacy, restaurant) along Corkscrew Road. Sprinklered buildings. It was felt pedestrian linkage was weak. Green space around dumpsters was discussed. Dumpsters to be screened with creeping figs on walls. Code will be changing and applicant agreed to meet code in force. Buffering discussed. If the land is cleared, you must meet buffering requirements. If you don’t clear the entire site, but only what is required for the infrastructure, you may not have to meet the buffering requirements at this time. However, applicant stated the entire site was to be cleared and filled at one time. Two colors schemes were shown to the committee with applicant indicating a preference for #1. Other parcels within the site will coordinate with these colors. Comments made on the west and back sides feeling like “the back”. Needs more undulation, height articulation, vertical and horizontal. Perhaps adding grill work across the back would help. Pop out and up. Add hip roof on back and ends. Comments made by committee regarding the name of the site – Estero Town Center which is not really the center of Estero. Applicant indicated name was inherited as part of the zoning. Estero Town Commons was suggested and applicant had no problem with it. Comments/Suggestions: - Fire hydrants not shown on the plans – should be 400’ apart.
- Agreed to add appropriate clearances around fire hydrants on DO and landscape plans – 7’6” on front and sides and 4’ on rear.
- Agreed to additional pedestrian linkage to 3 Oaks Parkway.
- Agreed that Fire Department requires 45’ outside turning radius for emergency equipment.
- EDRC agreed to support the applicant with the County in being given some variance in the buffering requirements, perhaps using a shrub buffer rather than trees.
- No parking within 75’ of right-of-way.
- Agreed to provide connectivity and move plants in the future if necessary in the buffer.
- Agreed that applicant would return for each phase.
- Applicant provided pictures of street furniture, but agreed to choose a more Mediterranean style of bench.
- Applicant agreed to Estero Town Commons rather than Estero Town Center.
The Enclave at Rapallo, Tract 1FFee: Paid Presentation by: Jim Wallace, Touchstone at
Rapallo, Inc. Discussion: 90 units – 1600-1800 SF coach homes. Applicant indicated expense was not spared on this project. Has an 8’ raised boardwalk for bikes and pedestrians to connect to main area. Center area has a pool, deck, water fall. Card-accessed gates. Walls 50% block and 50% railing facing Sandy Lane. Believer in public art work. Ordering mosaics and bronze statutes. Different color palettes were chosen and different elevations for the buildings. Comments/Suggestions: - Agreed to add appropriate clearances around fire hydrants on DO and landscape plans – 7’6” on front and sides and 4’ on rear.
- Agreed to relocate hydrant from Bldg. 70 to 72 and put a hydrant at the intersection.
Wayne mentioned election of new officers and it was decided an email would be sent by Wayne to committee member to decide what responsibilities they could/would take on.
