Members in Attendance: Gordon Lyons, Joe McHarris, Nancy Cohen, Wayne Robinson, Al ODonnell, Tom ODea, Jim Wallace Members Absent: Bill Prysi Minutes By: Terri Melna Meeting called to order by Gordon Lyons. Gordon Lyons opened the meeting and called for approval of the minutes of the April 13th meeting. A motion to approve the minutes was made, seconded and carried unanimously. Minutes were approved with no changes. Fee: Previously Paid Presentation by: Brian Smith Barraco & Associates Discussion: Returning to obtain a letter from the Committee in support of allowing their plans to go through. In favor of architectural and landscaping. Walgreens is contesting the aesthetic appeal and changes. There has been a shift in the site plan due to an attempt to improve the Williams Rd. intersection. Changes include a one-way drive-through on the north side; want a clear window to roadway and landscaping. Have made 3 submittals for D.O.. Previously agreed to increase fascia on top tower and applicant stated it was slightly increased. Recommended previously to bump up the tower. West elevation has a loading dock. The 2-lane roadway runs north/south. Separation should be made between the loading dock and roadway agreed to address this and as a minimum to a striping zone. North side has 1-way traffic now. One ingress/egress along back side. Landscaping increased to buffer loading area. 3 sabals added to dumpster area as well as an oak tree. NW end additional sabals and an oak added. Other changes include modifications to parking islands, all landscaped, perimeter plants added along south and west sides under awnings. Walgreens has requested to decrease the landscaping. Architecturally no differences except the base was added and overhand wrap along US 41. Discussion regarding having larger trees along US 41 8-9 clear trunk would still provide clear view. There are 8 shade trees along US 41. Flat roof line still a problem. There will be 8 additional parcels as part of this project and they will all be taking their lead from whatever is approved here. Back of building still looks like ugly and needs to be addressed required buffer takes up a lot of the land. Tight fit. Roof over waste area agreed to tile barrel. Additional massing of roof needed break it up somehow. Provide variable heights or peaked area in one location. EDRC quoted Section 33.330 of LDC which states walls longer than 75 must have varied roof detail. Committee stated they could better support the project if a parapet wall were to be in place and broken up further with changes that are pertinent to the design of the building and the intent of the guidelines for Estero. Recommendation to pull wall out and bump it out by a block. Paradise Shops has appearance standards for the entire site which should be provided to the EDRC with their submittal. Internal guidelines should be presented to the EDRC as part of the zoning. This needs to be part of the EDRC application process. Applicant may meet the letter of the code- but not the intent. Agreed to send the off-site signage when received. In the future, projects presented should provide the signage when the project is first presented. This should be added to the application also. Comments/Suggestions: Agreed to add striping zone between loading dock and roadway. Agreed to add tile barrel on roof over waste area. Neither Owners representative nor Architect were present to receive architectural comments that need to be addressed. Agreed to send the off-site signage when received to the Committee. Applicant is requested to return to EDRC with changes. Fee: Previously Paid Presentation by: Matt DuBois, Banks Engrg. Discussion: This is an 8-bay self-service car wash that was previously presented. Beverage stand has been removed. Car wash has been centered on the site and includes remote vacuum stations. There is now 1 entrance to the site. DO has been submitted and first round of comments received. New plan meets County comments. Sabals have been grouped as previously requested by EDRC. Dry detention now will be planted with spartina. Roof tile now reflects high profile S in a terra cotta color. 8 fascia called out as requested. Diamond accents on north and south added as requested. Relocated cypress trees as requested. Dumpster pad relocated to corner of site and is enclosed with walls and planted on 3 sides. Has a solid gate and stucco finish matching the building. Fire department notes added to the plans. Showed a pedestal sign. Colors should be soft and earth-tones where applicant shows purple for the awnings for the vacuum islands. Committee offered advice on picking colors with a brown hue added to them such as Sedona Clay. Look at neighboring Publix with its warm earth-tone colors. Tree minimums should be 14, 45 gal., 3 caliper. Check landscape numbers as regards to proportionate number of sabals. 25% can be palms. Recommended full size shade trees (2-3 oaks) along Corkscrew Village Lane. Consider relocating some of your trees. Awnings not on building just on vacuum islands. Recommended to remove scallop edge and do not use translucent fabric or anything back-lit. Applicant questioned as to material for diamond accents on building. Most likely scored in the stucco and painted. Vacuum canopies actually 8 plus 2 over the auto pay areas. Fabric over vacuum areas tend to collect dust; therefore, reason for shiny tops. Could they be sprayed with a matte finish? Comments/Suggestions: Recommended and agreed to return with new colors. Should complement with roof colors. Agreed to return with colored elevation of building. Agreed that sign should complement the building in color and 25 must be architectural according to code. Agreed to relocate live oak trees along Corkscrew Village with min. 45 gal, 14, 3 calipers. Look at columns on the vacuum islands. Suggest using 4 square dark bronze color. Added the pedestrian accessway on the north end of the site per EDRC request. Lowes has not yet been submitted for DO. Site consists of 136,000 SF, 532 parking spaces, truck well, trash compactor. Outside perimeter of Lowes site (bounded by internal roadway) has been landscaped. Consistent palette to the Shops at Estero Town Commons. Palms along entrance roadway and front of Lowes. Parking area has canopy trees. Perimeter parking islands planted with shrubs and ground cover. Inadequate building perimeter landscaping agreed to meet this. Vertical accents and planters along the front showing taller plant materials. Palm heights will be staggered. Agreed to add sidewalk linkage on the Corkscrew Road side of Estero Commons Place. Truck well area seems weak. Incorporate walk-through on some of the parking lot islands. Move ADA off a landscaped row. Make a mid-way connection. Looked at a more direct rout from Shops Courtyard across to Lowes and this appears to work. Will use pines, cypress and maples in detention area. Magnolias will be used at a minimum, if at all. Resolution Condition #7 states to preserve on anchor parcel some native vegetation. Tree survey was done and 3 oak trees on corner of Corkscrew Road & Three Oaks Parkway will be preserved and uplit. Will be relocating some other smaller species and use it as native plant material. Dry detention edge will meander and spartina will be used. Planting by truck well falling down. Look at re-spacing the parking in the front so not every 10 spaces, perhaps 4 space, tree, 8 spaces. Whatever lost of parking spaces you incur maybe made up in the upper corners. Recommended that trees rather than shrubs works better directly in front of building. Committee still unaware of what will be developed on east side of this site and therefore, this side of building needs more articulation. Garden center to consist of 32,000 SF and Lowes 133,000 SF. Some felt the building was too modern, needed more classic lines. Has tile roof. Use oak trees. Project out where you can. Add keystone or Mediterranean accents under arches. Wrap corner on back side by truck well with architecturals. Perhaps paint bays on east side a darker color. Signage wall sign. Roadway signage will be similar to US 41 & Corkscrew road similar to the Shops at Estero Town Commons. Reverse channel, back lit. EDRC agreed to allow applicant to submit their DO. Comments/Suggestions: Agreed to meet building perimeter landscaping. Agreed to add sidewalk linkage on the Corkscrew Road side of Estero Commons Place. Agreed to stagger the landscape (tree) islands in the parking lot to break up the repeating view of rows of cars (spaces could be traded in the corners of the lot) Add a pedestrian north/south connection within a new north/south parking median on the east half of the parking lot Look at architecture at the truck well area to attempt to camouflage the area Add signage and road bumps at the drive-in to the truck well area to discourage consumer use EDRC agreed to allow applicant to submit their DO, but is requested to return with changes. Redesign the horizontal roofline to reduce the boxy look Fee: Not Paid Presentation by: Quattrone & Associates Discussion: This is a sit-down restaurant located on Corkscrew Commons Drive west of Tires Choice. Have placed plantings along the Corkscrew Road frontage. Has an odd-shape detention area. Has a pick-up area (turn-around area). Consider adding signs regarding parking. Hostess should greet you in the parking area. Able to keep their logo part of the signage and pitched roof. EDRC recommended to applicant to be able to keep their logo part of the architecturals, but to add more pitched roof area. Applicant agrees building is southwestern in style rather than Mediterranean. Parking side of building is shuttered for decorative purposes (no windows). Code requires front faηade to be facing rear where people park. Massing of building is OK, but must be more Mediterranean. Perhaps use a wall or landscaping/berm by turn lane. Keep the parapet around for your logo, but add corbels, banding, trim and columns. Glass block on chimney colored tile or natural stone would be better. 3680 SF inside. Code requires 30 degree pitched roof. Carry-out/pick-up area EDRC recommended maybe using pavers and rounding-out the area to be more pedestrian-friendly. Trees must be min. 45 gallon, 14 high, 3 caliper with 5-6 spread. Detention area check to see how wet/dry. Cord grass? Will sod live? Look at plantings for this area. Add plantings/flowers bougainvillea?? by front door on trellis? Landscape Plan looks like schematic code minimum plan. The Landscape should be revisited and designed to enhance the site and architecture, not just meet basic code requirements. Applicant should bring designed landscape when they return. Comments/Suggestions: Agreed to change chimney Agreed to looks at textures, awnings and materials especially along north side. Agreed to look at more Mediterranean appearance. Carry-out/pick-up area will look at maybe using pavers and rounding-out the area to be more pedestrian-friendly, including using a low-berm (12-18 high with 10 gal. material). Agreed to add plantings/flowers bougainvillea?? by front door on trellis? This is not only southwestern but Mediterranean. Revisit landscape plan and make an attempt to design rather than just meet code minimums. Major tenants currently is Healthy Complexion Day Spa. Just adding on enhancing US 41 buffer to Broadway. Zoned commercial. Existing Type F buffer by residential neighbor. Recommended to look at using octagonal shape at both ends of roof. Recommended to brown up the red color. Each part of building steps back lots of texture very well received. Perhaps look at repeating chimney? Enhance Type D buffer along parking. Signage two signs one of corner and one on island. Recommended to have masonry. Suggestion to have individual monument shop signs in landscaped area. Perhaps 24 x 18?? Comments/Suggestions: Recommended to look at using octagonal shape at both ends of roof. Recommended to brown up the red color. Agreed to return next month with signage. Follow-up items for committee: Internal guidelines should be presented to the EDRC as part of the zoning. Application should reflect this. In the future, projects presented should provide the signage when the project is first presented. This should be added to the application also. Meeting adjourned.
