The meeting was called to order by Jack Lienesch at 5:00 PM.
Approval of Meeting Minutes:
A motion was made by Mr. Farrar to approve the April 14th
minutes as circulated to the Committee in advance of the meeting. The motion, seconded by Mr. Simons was
approved unanimously.
Opening Comments:
Mr. Lienesch reported that he agreed to Chair the EDRC meeting
with Mr. Noethlich’s assistance due to the unavoidable absence of Mr. Prysi and Mr. Melzer.
APPLICANT:
Chase Bank
Location of Project:
US 41 & Corkscrew Road at Wing City site
Presented by:

Ryan Shute from Morris-Depew Associates presented revised
conceptual plans for Chase Bank. Some of the design changes made were one of the tower sizes were
increased to break up the symmetry, decorative sconces were added to the front columns, and a third building color was added to break up the
architectural elements.
Comments:
- The building is virtually indistinguishable from what was
presented at the April meeting. The changes made are generally cosmetic and there is not enough
architectural change integrated in the design of the building.
- The building is dull and appears to be a big box with
elements added on. There needs to be more refinement on the Mediterranean look of the building.
- There is no pitched roof as required.
Chapter 33 defines buildings with fewer than 5000 square feet of under air usage requires a minimum roof pitch of 30 degrees. This building
is less than 5000 square feet under air based on the historical interpretation of code and therefore the Committee noted that it should have a
pitched roof.
- Previous committee exceptions to allow 60% of the roof
area to be pitched have historically been made for restaurants because of kitchen exhaust & equipment.
There have not been exceptions for roof pitch made for banking institutions. However, the committee will
consider the same exception previously extended for restaurants provided at least 60% of the roof area is pitched and the non-pitched roof section
does not face US 41.
- The Landscape Plan and Site Plan where reviewed with favorable approval at the April meeting.
Monument Sign:
The signage was presented and the Committee noted that the
stone base would be encompassed by landscaping and therefore the signage presented is acceptable.
Conclusions:
The Applicant committed to draft appropriate changes to the
building for the Committee’s review via email with Mr. Lienesch as the main point of contact who will obtain via email input & constructive dialog
from the Committee for review at the next meeting.
OLD BUSINESS
Mr. Noethlich reported the ECPP is reinitiating the review on
the Land Development Code for enhancements which will include signage.

There being no further business to come before the committee,
the meeting was adjourned at 7:15 PM.
