Meeting called to order by Tom O’Dea at 5:10 PM.
Opening Remarks:
The meeting venue was changed because the Estero Recreation
Center is still being used
to house people displaced by storms.
The committee expressed pleasure with this site.
Tom O’Dea will attend a meeting Tuesday, October 14th to see
if this site is available for all EDRC meetings.
Applicant 1:
AT&T Replacement of existing shelter
Location of Project

SITE PLAN:
Presenter: Doug Lindstrom
General Outline of Site Plan presentation: AT&T plans to replace an existing
building with a similar building.
They intend to use the existing pad, increase the size of the foundation toward
the back then bring in an existing structure to be placed on that foundation.
They plan to landscape 2 sides of the shelter so it will not be visible.
Committee Comments:
-
Due to the high visibility of
Estero Parkway, other projects in that area have
committed to and been held to a higher standard. The Committee agreed that
this should also and that the site should be brought up to current code.

Due to the pending impacts, the entire parcel must be brought up to Lee County’s
current code.

The Landscaping being proposed for
the equipment box for the parcel should be closer to the road and installed
as a buffer to the entire utility area(S).

Buffer along the northern portion of the property should add to the natural
environment by using a continuous hedge with EDRC 14 foot trees.
-
Buffer should be allowed to offset the property line to allow the continued
protection of the existing vegetation between the northern property line and Estero Boulevard.

Plan to return to the next meeting with the new landscape plan that
illustrates the Applicant’s intent to bring the project up to current code.

These men addressed 4 concerns the committee had at the August presentation.

The retaining wall at the rear of the project:
This wall will have stucco with a brick trim band and a railing on
the top. There is a dry detention
area behind the wall.

Pedestrian circulation: The pedestrian access will be through the parking
lot ending at the previously presented walkways.
Flagstone will be used for these accesses.

Parking lot islands: 10 foot wide
islands have been added.

Bicycle Rack: The bicycle racks have been moved toward the pedestrian access
walkways on either side of the buildings.
Committee Comments:
-
Overall, the committee was pleased with the changes as presented.

Do not recommend using Wax Myrtle along western buffer, they do not
provide adequate screening. Use
Dahoon Holly, Stoppers, or Pigeon Plum.

Do not recommend using
Loblolly
Bay in rear of
building. Recommend the use of
Bald Cypress in that location.

Do not recommend using
Loblolly
Bay in front
buffers. The Committee does not
believe that the Applicant will be pleased with their performance at the
front of the project.

Plant sizes were not illustrated on the plans.
Must meet Estero minimums. E-mail plant list with the sizes of
the plants to the committee members.

Concerns were expressed about delivery vehicles.
Assured delivery area was not visible.
Vehicles enter an underground area.
SIGN or other Pertinent Issue:
The signage will be presented at a later time.
Committee Comments:
Provide information to Tom O’Dea 2 weeks prior to the presentation so he can
meet with Lee
County
officials.
